In markets
with high taxes on cigarettes, manufacturers
offer RYO and semi-manufactured cigarettes
to avoid high retail prices. Western Europe
and Canada have been the sites of most
of this activity. Marlboro and Camel RYO
and rolls (for insertion into pre-made
filter tubes) from Germany illustrate
this phenomenon. (1994)
Camel Minis (Germany, 1994) are a
throwback to the 70 mm filtered cigarettes
of the 1950s. There has been speculation
in the trade press that these could
be made as 140 mm doubles (to be cut
in half by the consumer) and sold at
half the tax rate. A test of such a
version has been reported. |
