Tax Evacion- In markets with high taxes on cigarettes, manufactuers offer RYO and semi manufactured cigarettes to aviod high retail prices. Western Europe and Canada have been the sites of most of this activity. Marlboro & Camel RYO and rolls (for insertion into pre-made filter tubes) from Germany illustrate this phenomenon. (1994) Camel minis (Germany, 1994) are a throwback to the 70 min trade press tat thees could be made as 140mm doubles (to be cut in trade press that these could be made as 240mm oubles )to cut in half press that these could be made as 140mm doubles (to be cut in half by the consumer) and sold at half the tax rate. A test of such version has been repeated.
