Pages from a Skoal/Copenhagen catalog. Federal Trade Commission regulations prohibit the use of brand names on promotional items unless accompanied by a warning label. UST has evaded this rule in two ways. Only items larger than a certain minimum size need to comply with this regulation, and many items UST offered were smaller than the minimum required by the regulation. Second, it offered things in the name of sponsors such as the promotional racing team "Skoal Bandit Racing" instead of the tobacco product "Skoal Bandits".
